Residential Sound Insulation Program (RSIP)
The Residential Sound Insulation Program (RSIP) is a world-class program unlike any other in the nation. Cotter’s work on RSIP has resulted in insulating over 21,700 homes (11,540 at O’Hare and 10,175 at Midway) surrounding Chicago’s O’Hare and Midway Airports, greatly reducing the impact of aircraft noise.
Working on the Program since 2004 for the Chicago Department of Aviation, Cotter has been the prime consultant overseeing the Program Management and Construction Management contract since 2011. Managing a program of this size within an accelerated schedule, Cotter staff manage the daily challenges involved in the coordination and project documentation for up to 2,800 homeowners annually. Cotter successfully completed two accelerations, completing 2,770 homes in 2012 and an additional 2,133 homes in 2016.
