Illinois Tollway Roadway Reconstruction of East-West Connector between the Reagan Memorial Tollway and the Tri-State Tollway

Cotter provided Phase III construction management services for the $16 million Illinois Tollway roadway reconstruction along East-West Connector between the Reagan Memorial Tollway and the Tri-State Tollway.

Daily coordination with adjacent projects and municipalities was required for the five MOT stages. This contract also contained an incentive bonus for the contractor for Stage 1 operations. This incentive bonus required flexibility and extended shifts of the CM staff working 24 hours a day and seven days a week.

Cotter provided the resident engineer, materials coordinator, and inspectors for the project. Services included on-site inspection, contract review, design change oversight, geotechnical inspection and testing, record preparation, and project documentation.

The project included the reconstruction of eastbound I-88 ramp to southbound I-294 and northbound I-294 ramp to westbound I-88, bridge rehabilitation on four structures and noise wall construction. Additional work involved ITS upgrades, new lighting, chemical stabilization of subgrade, drainage, erosion control, median barrier cables, and temporary shoring and cribbing.

The pavement structure included chemically stabilized subgrade, HMA subbase, jointed PCC pavement and SMA surface. Structure repairs included fiber wrap repair, structural repair of concrete, scupper repair and replacement, crack repair, joint replacement, and pier protection.
