Cotter was a sub-consultant to SQN Associates, providing inspection services on the IDOT Various Phase III Pavement and Bridge Preservation projects in Cook and Lake Counties. Cotter provided full-time field inspectors on construction projects with various scopes within District One for the 2021 construction season.

Work included providing construction inspection for the following pavement and bridge preservation projects:

Contract # 62L79 – SMART Overlay and ADA Pedestrian Ramp Project on IL-43 (FAP 348)
$4.4M project involving the resurfacing (SMART) of 6 miles of IL-43 from north of US 6 (159th St.) to north of 111th St. in Villages of Orland Park, Worth, and Palos Heights, in Cook County. The project involved HMA surface removal, pavement patching, and HMA binder and surface course placement. The project also included curb and gutter replacement as well as ADA compliant sidewalks, detector loop replacement, structure adjustments, longitudinal joint sealant, thermoplastic pavement markings, landscaping, erosion control, and MOT.

Contract # 62M07 – SMART Overlay and ADA Improvements Project along State Route 131 (FAU 2711)
$3.1M project involving the resurfacing (SMART) of 4 miles of IL 131 from North of ILL 120 to CN Railroad in the Cities of Waukegan and North Chicago, in Lake County. The project involved road surface removal and HMA paving, removal and replacement of sidewalk, and curb and gutter, structure adjustments, pavement marking installation, erosion control, MOT, and job site restoration.
