Chicago Public Schools | Capital Improvement Program Management

To oversee the success of this extensive Capital Improvement Program (CIP), CPS hired a multi-firm program management team. Cotter served as Design Oversight Manager on this team and collaborated on numerous CIP tasks including triennial assessments of all 675 schools, the development of a five-year capital budget, and oversight of the design and construction managers for all active projects.

Chicago Public Schools (CPS) is the third-largest school district in the country and is responsible for the education and personal growth of 400,000 students in 675 schools across Chicago. CPS has invested over $2 billion in new construction, upgrades, and renovation projects since 1998 to ensure its facilities support continued student development.

Cotter developed, reviewed, and updated specifications and renovation guidelines to meet CPS standards, including transfer package development and selection and oversight of the Architect of Record. Cotter also maintained a record of lessons learned, documented errors and omissions, and coordinated projects with the Public Building Commission.

Projects were typically designed, permitted, and built within one fiscal year, requiring effective supervision of the project teams to ensure accurate work and adherence to schedule.

Cotter has been proud to serve CPS, helping develop school projects, for much of our 33-year history. Our staff has worked with CPS as an extension of staff and as part of project and program management teams, in the roles of planning lead and planning, design, and project managers for renovations, deferred maintenance, specialty space roll-outs, and new construction projects, both annexes, and ground-up new construction.
