As a quasi-public agency headquartered in Madison, Wisconsin, WHEDA's goal is to create a new workplace that helps them to be as efficient as possible, effective for their clients/partners, and ultimately better achieve their mission to meet an increasing need for affordable housing financing as well as business and agricultural activity in the state.
Based in Madison, WI, the Wisconsin Housing and Economic Development Authority (WHEDA) serves Wisconsinites by providing affordable housing and business financing products. To help further their mission, WHEDA engaged Cotter as Owner’s Representative to determine the best path to building a new corporate headquarters. Cotter guided the decision-making process by assisting in site selection and determining a best-fit solution for the new HQ. Once a final site is selected, Cotter served as Owner’s Representative for the design/construction phases through closeout.
