USDA Turner Greenhouse
The 9,375 sf Turner Greenhouse was constructed by the USDA to accommodate the College of Agricultural Consumer and Environmental Science’s growth in education and research at the University of Illinois and the Department of Crop Science. Following design and general contractor selection, the owners needed on-site construction inspection services to monitor manpower, the construction schedule and activities that included reviewing contractor certified payrolls, monthly pay requests and change orders. Cotter handled project documentation, submitting daily reports and daily photos, and following up on problems requiring the architect and contractor’s attention. Cotter documented the general contractor’s safety program, provided quality inspection, documented material and supply deliveries to ensure compliance with the Buy American Act, and conducted random labor interviews. Cotter coordinated closeout tasks including punch list completion, warranty documentation and start-up training.
