USDA Animal Holding Facility
The USDA’s Institute for Environmentally Integrated Dairy Management Research in Marshfield, Wisconsin constructed a new Animal Holding Facility (AHF). In a unique federal, state, and private research and technology transfer effort, the structure facilitates the animal and engineering research of the impact of manure on nutrient management, atmospheric emissions, water quality, and pathogen transfer.
Cotter Consulting provided construction inspection services during the construction and closeout phases of the USDA’s Animal Holding Facility project. Cotter’s services included monitoring the general contractor’s daily manpower, monitoring the construction schedule, quality assurance, reviewing contractor-certified payrolls, and reviewing change orders and monthly pay requests.
