Cotter provided full-time construction inspection services for the completion of the USDA-Agricultural Research-Cereal Crops Research Unit laboratory at the University of Wisconsin-Madison campus. Cotter monitored the general contractor’s daily manpower, the construction schedule, the quality of work, and reviewed contractor certified payrolls, change orders and monthly pay requests. Cotter also maintained project documentation, and submitted daily reports and photos of work in progress as well as facilitating the coordination of contractor site issues. Environmental remediation was also required on two abandoned buildings on the site prior to demolition. Cotter facilitated the closeout process, observing commissioning, the punch list, warranty, as-builts, and the final payout process.
