USDA Nutrient Management Research Laboratory
Cotter provided construction inspection services for the USDA’s Nutrient Management Research Laboratory. The $9.3M low-hazard lab was a collaboration between the USDA, the University of Wisconsin and the Institute of Environmentally Integrated Dairy Management (IEIDM). The Nutrient Management Research Laboratory (NMRL) is a 22,200 sf one-story Class C low-hazard laboratory that includes administrative office space. Cotter provided full-time construction inspection services during construction and closeout, monitoring the general contractor’s daily manpower, monitoring the construction schedule, assuring quality, and reviewing contractor certified payrolls change orders and monthly pay requests. Cotter maintained project documentation, submitting daily reports, and photos of work in progress. Cotter facilitated the closeout process, supervising commissioning, punch list, warranty, as-builts, and all final payouts.
