Working with the WisDOT Program Controls Team in the Southeast Region taught me a lot about how projects are managed at the macro level and was one of the best learning experiences of my career. It was impressive to see how much effort is put forth to ensure that the design and construction management processes are constantly improving and it was a pleasure to be a part of it all.

Cotter was engaged as a sub-consultant to Gilbane, to provide project controls services for the Southeast Region. Cotter teamed with project managers from the Southeast Region to identify ongoing project issues and provide recommendations for multiple highway construction projects.
The controls team performed issue management, change management, technical process review, construction site visits, and document management services to ensure adequate project tracking documentation. By establishing best practices and improving project documentation, the project managers were positioned to more effectively solve ongoing problems that impacted budget and schedule.
