The WisDOT Milwaukee Zoo Interchange was redesigned due to a deteriorating freeway system, obsolete design of the roadway and bridges, current and future capacity issues, and high crash rates. The redesigned interchange improves efficiency, reduces accidents and adds capacity to the roadway.

Cotter provided construction engineering and inspection of pavement, storm sewer, and grading. Cotter staff ensured compliance with plans and specifications. Cotter also provided office engineering, ran pay estimates, and prepared change justifications and modifications.
