Bill Cotter, CQM-C

Vice President, General Counsel & Federal Services Lead

Bill Cotter serves as General Counsel and Federal Services leader for Cotter Consulting. In this role, he leads the firm’s business development and service delivery efforts to U.S. federal government agencies. Bill is also responsible for the firm’s legal, compliance, and risk management functions, and serves on Cotter’s Executive Committee. Bill also serves as the Program Attorney for the O’Hare and Midway Airport Residential Sound Insulation Programs.

Bill joined Cotter as General Counsel in 2012 after practicing law for several years in the public and private sectors, which resulted in him attaining significant litigation and transactional experience. Bill successfully completed the Chicago Management Institute executive education program through the University of Chicago Booth School of Business and is a past participant in the Illinois Road and Transportation Builders’ Emerging Leaders Program. Bill has been a frequent guest lecturer on construction law and risk management topics. Bill is a member of the Society for American Military Engineers and the Illinois Road and Transportation Builders Association. He is also a member of the Association of Corporate Counsel and the Chicago Bar Association.
