One of the nation’s largest natural gas distribution companies retained Cotter Consulting to lead the program controls team that was engaged to provide program management and
controls services for a $2 billion, multi-year programs portfolio.
Cotter initially performed a program risk assessment to evaluate and document the existing program structure and processes. Determining the best inputs to create the most accurate risk model was a challenging task, but through staff interviews and arduous research, the Cotter team was able to determine the best risk assessment inputs. Industry best practices recommendations were identified and an implementation schedule was developed and executed, resulting in client-specific policies and a roles and responsibilities matrix that has been adopted across other business units. Core responsibilities for the team include: budget and cost controls, change order management, program and project scheduling services, reporting, and quantitative risk assessments in addition to program and project management covering all phases of the work.
The team also developed a customized reporting platform providing user-specific reporting information that is linked to the stakeholder responsibilities. In addition, the team is currently cataloging the current systems and tools being used throughout the company and will be providing recommendations and support for the implementation of a unified program management system.
