Cotter served as a subconsultant for PBC’s Program Management Organization (PMO) from 2007 to 2013, providing program and project management, sustainability, and controls services. In 2013, PBC transitioned away from the PMO and hired Cotter and other firms directly to continue providing similar services. This $2.1 billion program has completed 124 municipal projects to date. Additionally, Cotter has served as PBC’s Sustainability Manager since 2007 and continues to assist the organization in implementing the energy-efficient standards and LEED procedures established earlier for all projects.
All LEED-eligible projects target LEED Silver certification or better, with over half of the projects certified to date exceeding this goal, including three LEED Platinum projects. Projects implementing sustainable strategies focus on energy efficiency, indoor environment, stormwater management, vegetated and reflective roofs, microturbine generators with waste heat recovery systems, geothermal heat exchange systems, water reuse systems, and permeable and heat-island-effect-reduction pavement.
Thorough communication and collaboration are required to effectively manage multiple stakeholders, numerous regulatory approvals, and complex site logistics to achieve the client’s sustainability agendas and maintain program and project budgets.
