During that time, Cotter has had the privilege of serving the United States Army Corps of Engineers (USACE), the Defense Logistics Agency (DLA), the Department of Defense Education Activity (DoDEA), the Naval Facilities Engineering Systems Command (NAVFAC), the United States Department of Veterans Affairs (VA), the United Stated Department of Agriculture (USDA), the General Services Administration (GSA), the National Institutes of Health (NIH) and the National Railroad Passenger Corporation (Amtrak).
