With degrees in architecture, civil engineering, construction management, mechanical engineering, and electrical engineering, our staff brings a broad range of education and experience to every project we manage. But we don't just hire for education and professional expertise. Management Team

Anne Edwards-Cotter — President

Anne has been involved in the development and construction industry in Chicago for over 30 years.  A civil engineer by degree, she began her career as a project manager with a major construction management firm in Chicago followed by positions as a project manager for two real estate development firms.  This experience provided an understanding of the complexities of a construction project including cost & schedule and the importance of managing the process and participants to achieve the goals of each project.  This experience became the basis for the Cotter approach to managing projects.  In addition to building Cotter Consulting, she has been an active participant in construction industry organization boards and not-for-profit boards in Chicago.

Jan Turner — Vice President, Buildings

As Vice President of Buildings, Jan is responsible for staff and resource management and the assignment of numerous project managers. She manages operations, quality oversight, client relationships, and oversight of market sectors including public, private, education (k-12/colleges & universities), institutional, nonprofit and residential.

Jan is a graduate of Western Illinois University in Macomb, IL with a Bachelor of Arts degree.

    Jan has the following certifications and Licenses:
  • LEED Accredited Professional
  • Licensed Real Estate Sales Associate in the State of Illinois, Office of Banks and Real Estate.

George Panages — Vice President, Infrastructure

As Vice President of Infrastructure, George is responsible for the execution of all construction contracts including client relations and management of the Cotter Infrastructure staff. George has over 30 years of experience as a construction manager on water and wastewater facilities; IDOT, Illinois Tollway and municipal transportation projects; and program teams for the City of Chicago Departments of Transportation, Aviation and Water.

George is a graduate of University of Missouri, Rolla with a Bachelor of Science degree in Civil Engineering. Additionally, he is a graduate of Illinois Benedictine College with a MBA in Business Administration. George is a Registered Professional Engineer, Illinois P.E.

George has the following professional affiliations:

Pamela Bordner-Riney — Vice President, Business Development

Pamela is responsible for generating and maintaining business relationships for Cotter's Buildings and Transportation departments. Pamela also investigates additional services that Cotter could offer our clients and oversees the Marketing department.

Pamela is a graduate of North Central College in Naperville, IL where she earned a Bachelor of Arts degree in Marketing.

Pamela has the following License:

  • Licensed Real Estate Sales Associate in the State of Illinois, Office of Banks and Real Estate

Marcelo Presser — Vice President, Finance and Administration

Marcelo is responsible for setting financial and business objectives and recommending operational, managerial, and financial initiatives to prepare Cotter for strategic growth. Marcelo provides financial leadership through financial analysis of budgets, financial reports, and new business opportunities as well as managing the accounting staff and activities. Marcelo has over 15 years experience in financial management and strategic planning across publishing, entertainment and energy industries.

Marcelo is a graduate of Emory University in Atlanta, Georgia with a Bachelor of Arts in Economics and Political Science. He also received his MBA from the Wharton School of Business and a Masters of International Studies from the Lauder Institute at the University of Pennsylvania.

Jennifer Werneke — Vice President, Human Resources

Since joining Cotter in 2006 to start up the HR function, Jennifer has provided hands-on leadership to shape human resources initiatives to support Cotter's strategic objectives. She is responsible for all aspects of HR, including organizational planning, compensation, benefits, wellness programming, performance management, employee training and development, recruiting, compliance, communications, and HR administration.

During her 15+ years in human resources, she has worked in a variety of industries including computer software, information technology, professional services, and marketing/advertising.

Jennifer has a Bachelor of Arts degree from the University of Illinois and obtained her Senior Human Resources Professional (SHRP) certification in 2001.

Carol Chiles — Vice President, Healthcare and Life Sciences

As Vice President of Healthcare and Life Sciences, Carol is responsible for Cotter's healthcare and life sciences groups, client relationships, and providing project planning and management services.

An architect by training, Carol's expertise includes industry knowledge within the pharmaceutical and commercial real estate industries providing project programming, planning and management services. With 30 years of experience, she possesses a unique understanding of the interplay between architectural, facilities and real estate planning objectives in creating successful business-driven project outcomes.

Carol is a graduate of the University of North Carolina with a Bachelor of Arts degree in Architecture and Harvard University with a Masters of Architecture.
