With degrees in architecture, civil engineering, construction management, mechanical engineering, and electrical engineering, our staff brings a broad range of education and experience to every project we manage. But we don't just hire for education and professional expertise. Anne Edwards-Cotter— President

Anne has been involved in the development and construction industry in Chicago for over 30 years. A civil engineer by degree, she began her career as a project manager with a major construction management firm in Chicago followed by positions as a project manager for two real estate development firms. This experience provided an understanding of the complexities of a construction project including cost & schedule and the importance of managing the process and participants to achieve the goals of each project. This experience became the basis for the Cotter approach to managing projects. In addition to building Cotter Consulting, she has been an active participant in construction industry organization boards and not-for-profit boards in Chicago.

Anne Edwards-Cotter
Joe Hoerner— Chief Operating Officer

As Chief Operating Officer, Joe is responsible for strategic leadership, division management, business development, client relations and quality assurance of project management and procedures. He is a seasoned project manager with over 25 years of experience in multiple market sectors in both public and private industries. He provides knowledge and insight into Cotter’s market sectors including buildings, healthcare, transportation, aviation, commissioning and sustainable services, and has demonstrated strengths in management of staff, strategic thinking and action, business development, marketing and resource management.

Joe is a graduate of the University of Illinois in Urbana-Champaign with a Bachelor of Science in Architectural Studies and a Masters of Architecture. He has the following certifications and licenses:

  • Registered Architect, Illinois and Indiana
  • LEED Accredited Professional

Joe Hoerner
Brian Herold— Chief Financial Officer

As Chief Financial Officer, Brian is responsible for strategic and financial leadership, accounting and business administration. Brian presides over Cotter's business and risk management issues, manages accounting tasks and staff, and provides financial analyses for company decision making.

With over 11 years experience leading the financial performance of aggressive entrepreneurial companies, Brian possesses exceptional analytical abilities and communication skills required to implement strategic goals and exceed objectives in performance based environments. He offers demonstrated expertise in driving profitability through budget/cost control, forecasting, trend and market analysis, process improvement and benchmarking.

Brian is a graduate of Lehigh University in Bethlehem, Pennsylvania with a Bachelor of Science in Finance and Accounting and a minor in Communication. He has the following certification:

Brian Herold
Carma Wood— Vice President, Transportation

As Vice President of Transportation, Carma is responsible for strategic planning, business development, division and staff management, and employee development for Cotter's Transportation Group. Additionally, Carma manages the execution of all transportations contracts including client relations and support.

Carma has 27 years of engineering experience including 20 years with the Illinois Department of Transportation (IDOT) with 15 of those years dedicated as Resident Construction Engineer of District 2 - Dixon, Illinois. Carma has worked on a range of infrastructure projects in a variety of roles such as the I-80 bridge over the Mississippi River, the I-280 bridge over the Mississippi River and the construction of the "Missing Link" of the John Deere Expressway. She previously served as the state-wide Documentation Engineer in the Central Bureau of Construction as well as Construction Review Engineer in the Office of Quality Compliance and Review in IDOT's central office in Springfield, Illinois. Carma also acted as the Quality Control liaison between the Mississippi Department of Transportation and the contractor for a major, $338 million design-build project.

Carma is a graduate of University of Illinois with a Bachelor of Science in Civil Engineering and the University of Iowa with a Masters of Business Administration. She has the following licenses:

  • Registered Professional Engineer - Illinois, Missouri, North Carolina, Mississippi and Tennessee

Carma Wood
Jan Turner— Vice President, Buildings

As Vice President of Buildings, Jan is responsible for staff and resource management and the assignment of numerous project managers. She manages operations, quality oversight, client relationships, and oversight of market sectors including public, private, education (k-12/colleges & universities), institutional, nonprofit and residential.

Jan is a graduate of Western Illinois University in Macomb, IL with a Bachelor of Arts degree.

Jan has the following certifications and Licenses:

  • LEED Accredited Professional
  • Licensed Real Estate Sales Associate in the State of Illinois, Office of Banks and Real Estate.

Jan Turner
Jennifer Werneke— Vice President, Human Resources

Since joining Cotter in 2006 to start up the HR function, Jennifer has provided hands-on leadership to shape human resources initiatives to support s strategic objectives. She is responsible for all aspects of HR, including organizational planning, compensation, benefits, wellness programming, performance management, employee training and development, recruiting, compliance, communications, and HR administration.

During her 15+ years in human resources, she has worked in a variety of industries including computer software, information technology, professional services, and marketing/advertising. In her experience as an HR Manager, Director of HR and Internal Communications, Senior International HR Representative, and as an independent consultant, she has addressed a wide range of business challenges from integrating 26 mergers and acquisitions in 24 months to implementing and communicating a global employee stock purchase plan for 2,500+ employees on 5 continents while working in Sydney, Australia.

Jennifer has a Bachelor of Arts degree from the University of Illinois and obtained her Senior Human Resources Professional (SHRP) certification in 2001.

Jennifer Werneke
Nahid Keltner— Group Manager, Milwaukee Office

As Group Manager in Cotter's Milwaukee, Wisconsin office, Nahid is responsible for client relations, business administration, and staff management and development related to projects involving all professional services.

Nahid's strength in leadership and commitment to excellence results in projects completed successfully, on time and on budget. Her extensive experience providing project controls and management services on numerous complex transportation projects, coupled with her in-depth knowledge of WisDOT procedures, makes her an invaluable resource to clients. She is dedicated to delivering value and quality services to all clients.

Nahid is a graduate of the University of Wisconsin in Madison with a Bachelor of Science in Civil and Environmental Engineering. Additionally, she is a graduate of Purdue University in West Lafayette, Indiana with a Masters of Science in Structural Engineering. She has the following certifications and licenses:

Nahid Keltner
Cliff Kilboy— Group Manager, Aviation

As Group Manager within the Aviation Group, Cliff is responsible for overseeing multiple project managers, including providing the resources and support required to manage their individual projects. Cliff is also responsible for client relationships and quality oversight.

With over 25 years of experience, Cliff has extensive knowledge and expertise managing a wide range of project types. His responsiveness and dedication to client satisfaction make each project a collaborative and productive experience. Cliff is responsible for managing staff, operations and project teams to assure client's goals are achieved.

Cliff is a graduate of Purdue University - Calumet in Hammond, Indiana with a concentration in Construction Engineering and Management Technology. He has the following certification:

  • AGC/AIC Certified Professional Constructor

Cliff Kilboy
Deeta Bernstein— Group Manager, Sustainable Services

As Group Manager of Cotter's Sustainable Services Group, Deeta is responsible for business development, client relations, business administration and staff management and development of our Sustainable Services group.

Deeta has 20 years of industry experience, including serving on the Midwest's first LEED Platinum certified project, the Chicago Center for Green Technology. For the past five years, Deeta has served as Sustainability Manager for the Public Building Commission of Chicago (PBC) through the Program Management Organization (PMO) Team. She developed and manages the program's environmental sustainability program and processes including LEED certification and sustainable design requirements for all PBC projects, over 75 projects.

Deeta is a graduate of the University of Pennsylvania in Philadelphia, PA with a Bachelor of Arts in Biological Basis of Behavior. Additionally, Deeta is a graduate of the University of Wisconsin in Milwaukee, WI with a Masters of Architecture where her Masters project was in Sustainable Design.

Deeta has the following certification:

  • LEED Accredited Professional with BD+C specialty

Deeta Bernstein
Heather McNitt— Group Manager, Buildings

As Group Manager within the Buildings Group, Heather is responsible for business development, client relations, staff management, business administration and development of the Buildings Group.

For nearly 15 years, Heather has served in various project management roles for a diverse portfolio of clients including higher education, public, k-12 and healthcare. With a history of delivering successful projects that exceed clients' expectations, Heather leads by example, managing an effective and skilled group of project managers.

Heather is a graduate of Northwestern University in Evanston, IL with a Bachelor of Science Degree in Civil Engineering. Additionally, Heather completed Laboratory Building Systems and Building Mechanical Systems professional development courses at the University of Wisconsin in Madison, WI as well as Lutron Quantum training in Coopersburg, PA.

Heather has the following certifications and licenses:
