Since 1990 Cotter Consulting has worked closely with its clients to provide comprehensive services for planning and implementing projects in the built environment. Cotter is certified as a Disadvantaged Business Enterprise (DBE) by the City of Chicago, Illinois Unified Certification Program (IL UCP) and the Wisconsin Department of Transportation and as a Women's Business Enterprise (WBE) by the City of Chicago.
